劉鶴談支持民營(yíng)企業(yè)發(fā)展

2018年10月19日上午，中共中央政治局委員、國(guó)務(wù)院副總理劉鶴就當(dāng)前經(jīng)濟(jì)金融熱點(diǎn)問(wèn)題接受了人民日?qǐng)?bào)記者龔雯、新華社記者趙承、中央電視臺(tái)記者許強(qiáng)的聯(lián)合采訪。

首先，我想特別強(qiáng)調(diào)，我們必須堅(jiān)定不移貫徹基本經(jīng)濟(jì)制度，堅(jiān)持“兩個(gè)毫不動(dòng)搖”，一方面毫不動(dòng)搖地鞏固和發(fā)展公有制經(jīng)濟(jì)，另一方面毫不動(dòng)搖地鼓勵(lì)、支持、引導(dǎo)非公有制經(jīng)濟(jì)發(fā)展。

I want to emphasize in particular that we must uphold the basic economic system. There must be no irresolution about working to consolidate and develop the public sector; and there must be no irresolution about working to encourage, support and guide the development of the nonpublic sector.

目前在實(shí)際執(zhí)行過(guò)程中，存在一些誤解和偏差，比如說(shuō)有些機(jī)構(gòu)的業(yè)務(wù)人員認(rèn)為，給國(guó)有企業(yè)提供貸款是安全的，但給民營(yíng)企業(yè)貸款政治上有風(fēng)險(xiǎn)，寧可不作為，也不犯政治錯(cuò)誤。這種認(rèn)識(shí)和做法是完全錯(cuò)誤的。

There are misunderstanding and deviation in implementation Some lenders think that it is safe to provide loans to State-owned enterprises, but politically risky to loan to private businesses. This kind of understanding and practice is completely wrong.

我們必須從講政治、講大局的高度認(rèn)識(shí)這個(gè)問(wèn)題。民營(yíng)經(jīng)濟(jì)在整個(gè)經(jīng)濟(jì)體系中具有重要地位，貢獻(xiàn)了50%以上的稅收，60%以上的GDP，70%以上的技術(shù)創(chuàng)新，80%以上的城鎮(zhèn)勞動(dòng)就業(yè)，90%以上的新增就業(yè)和企業(yè)數(shù)量。

The private sector plays an important role in the economic system, contributing more than 50 percent of tax revenue, 60 percent of GDP, 70 percent of technological innovation, 80 percent of urban employment and 90 percent of new jobs and new firms.

如果沒(méi)有民營(yíng)企業(yè)的發(fā)展，就沒(méi)有整個(gè)經(jīng)濟(jì)的穩(wěn)定發(fā)展;如果沒(méi)有高質(zhì)量的民營(yíng)企業(yè)體系，就沒(méi)有現(xiàn)代產(chǎn)業(yè)體系，支持民營(yíng)企業(yè)發(fā)展就是支持整個(gè)國(guó)民經(jīng)濟(jì)的發(fā)展。那些為了所謂“個(gè)人安全”、不支持民營(yíng)企業(yè)發(fā)展的行為，在政治取向上存在很大問(wèn)題，必須堅(jiān)決予以糾正。

Without private enterprises, the entire economy cannot achieve stable development. The practices of not supporting private businesses for “private safety” are politically problematic and must be rectified.

對(duì)民營(yíng)企業(yè)，要強(qiáng)調(diào)“四個(gè)必須”：

一是必須堅(jiān)持基本經(jīng)濟(jì)制度，充分發(fā)揮中小微企業(yè)和民營(yíng)經(jīng)濟(jì)在我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展中的重要作用。

We must uphold the basic economic system and give full play to micro, small and medium-sized enterprises and the private sector in economic and social development.

二是必須高度重視中小微企業(yè)當(dāng)前面臨的暫時(shí)困難，采取精準(zhǔn)有效措施大力支持中小微企業(yè)發(fā)展。

We must pay high attention to the difficulties faced by micro, small and medium-sized enterprises and roll out precise and effective measures to help them.

三是必須進(jìn)一步深化研究在減輕稅費(fèi)負(fù)擔(dān)、解決融資難題、完善環(huán)保治理、提高科技創(chuàng)新能力等方面支持中小微企業(yè)發(fā)展的政策措施。

Efforts should be made to intensify research on working out policies aiming for boosting growth of private businesses in aspects including reducing burdens from taxes and administrative fees, solving financing problems, improving environmental governance, as well as enhancing technological innovation ability.

四是必須提高中小微企業(yè)和民營(yíng)經(jīng)濟(jì)自身能力，不斷適應(yīng)市場(chǎng)環(huán)境變化，努力實(shí)現(xiàn)高質(zhì)量發(fā)展。

Efforts should also be made to help private businesses improve their own capability and adapt to market changes, and achieve high-quality development.

最近，國(guó)務(wù)院促進(jìn)中小企業(yè)發(fā)展工作領(lǐng)導(dǎo)小組辦公室、全國(guó)工商聯(lián)等要專門(mén)到各地了解基本經(jīng)濟(jì)制度的落實(shí)情況和中小微企業(yè)的發(fā)展情況，希望大家給予支持。

The State Council and the All-China Federation of Industry and Commerce will send special groups to inspect the implementation of the basic economic system and the development of micro, small and medium-sized companies.
